Perceived Community Problem that can be Impacted by Policy
The perceived health problem in my community that can be impacted by policy change is childhood overweight and obesity. Overweight and obesity has become a critical issue in our community. The severity of the issue can be seen from the number of children experiencing challenges in engaging in physical activity, being admitted to hospital due to obesity-related complications, and self-esteem issues due to body image. The issue of childhood obesity and overweight is not a problem in my community alone. The issue is considered a public health concern in America as a whole. According to statistics, the percentage of children as well as adolescents affected by obesity has risen more than three times since the 1970s. The data further reveals that one in every five school-aged children and the young aged between 6 and 19 years are obese (CDC, 2016).  The CDC also reports that the prevalence of childhood obesity between 2015 and 2016 was 18.5% in the US. The prevalence rate translated into approximately 13.7 million children affected by the problem. The prevalence of overweight and obesity increases as the children grow. Accordingly, the prevalence was 13.9% in children aged 2-5 years, 18.4% in those aged 6-11 years, and 20.6% in those aged 12-19 years. In terms of ethnic representation of the issue, Hispanics and non-Hispanic, black children accounted for the highest prevalence of obesity (25.8% and 22.0%) when compared to the non-Hispanic white children with prevalence rate of 14.1% (Hales et al., 2017). 
Childhood overweight and obesity is associated with significant adverse health outcomes. It increases the risk of diabetes and cardiovascular diseases in the affected children. There is also the association of some types of cancers with obesity. There is also the increased risk of injuries due to fractures caused by excessive body weight (Sanyaolu et al., 2019). The excessive body weight also affects negatively the self-esteem of the children due to lowered sense of self due to the perceived body. Policies can however be adopted to reduce the rate of overweight and obesity in not only our community but all of the American societies too. Through it, health and wellbeing of the children and adolescents will be promoted. 
Policy Recommendation to Address the Problem
As noted above, the issue of overweight and obesity can be addressed with the adoption of responsive policies at the community level. The policy should aim at ensuring that all the members of the society take a collective role in the promotion of healthy weight gain among their children. The policy should also ensure that the locally available resources are utilized to promote the health and wellbeing of the children and adolescents. 
The recommended policy that should be embraced in my community to address the issue of overweight and obesity among the children is working with the children, adolescents, parents, guardians, and the community members in influencing the behavioral changes in physical activity and food selection in families. The policy aims at ensuring that all the members of the community are empowered to take actions that promote healthy weight gain in children and adolescents. The parents will be the primary drivers of the change. They are expected to influence the behaviors of their children and adolescents by focusing on the intake of healthy foods and their engagement in physical activity as a way of regulating weight gain. The parents and other members of the society are encouraged to participate in the implementation of the policy through actions such as guiding the nature of exercises that the children should participate in the program (Edelman, Mandle & Kudzma, 2017). 
The policy will leverage on raising the level of awareness among the community members about the causes and risks of overweight and obesity in children. A number of initiatives will be implemented to raise the level of awareness among the members of the community. One of them will be the provision of information on the risks of childhood obesity and overweight to parents, guardians, and community members. The second initiative will be providing guardians and parents the tools that assist children to achieve normal development. The other interventions will be demonstrating on the ways of preparing healthful and tasty foods and offering instructions on ways of engaging families in physical activity (Edelman et al., 2017). 
The above policy will be effective due to several reasons. Firstly, the policy targets lifestyle and behavioral change among children and adolescents with obesity and overweight issues. The policy aims at ensuring that the affected populations and those at risk are empowered to transform their lifestyles and behaviors, as a way of promoting their health. The policy also targets all members of the community. This focus promotes empowerment, which will promote policy sustainability. The existing resources will also be utilized. The policy aims at ensuring that the locally available healthy food choices are used. It also encourages the community and family members to explore the ways in which the goals of healthy weight gain in their children can be achieved (Edelman et al., 2017). Therefore, it is anticipated that the implementation of the policy will result in a significant improvement in the prevalence of overweight and obesity in children in the community. 
Stakeholders that would be Affected by Policy Recommendation
Several stakeholders will be affected by the policy recommendation. One of them is the healthcare providers and public health officials. The healthcare providers and public health officials will be required to work together in establishing a feasible and effective program that will ensure the success of the policy. They will also work together to evaluate evidence-based interventions that need to be embraced for the successful implementation of the policy. 
The other stakeholder that will be affected by the policy is parents or guardians of the children. Parents or guardians will be required to adopt the recommended interventions for the success of the policy. This will include selection of healthy foods and healthy cooking habits and ensuring that they support their children in engaging in physical exercises. The parents and guardians will also work with the policymakers in assessing the effectiveness of the policy.
Children with obesity or overweight or at risk are also the stakeholders to be affected by the policy. The children will have to transform their behavioral and lifestyle habits for the policy to be successful. They will also have to work with other members of the community, including their parents and guardians in implementing the policy. The other stakeholders are the community members. The community members will be expected to work together in ensuring the creation of a safe community environment where healthy eating and physical activity are encouraged. The focus of the community on these aspects of lifestyle and behavioral change will underpin the realization of the goals of the policy in reducing the prevalence of childhood obesity and overweight. 
Feasibility and Costs of Policy Recommendation
The successful implementation of the policy will require an effective use of a number of resources. One of them is the use of money to provide training to the policy implementers. The above stakeholders will have to be educated about childhood obesity and overweight, its causes, risks, and ways of preventing them. The community members that include parents, guardians, and children will also have to be educated on the various types of healthy foods to consume for their normal development. They will also have to be guided on the implementation of physical activities that they must engage with their children to promote normal development. 
Other strategies for creating awareness such as community campaigns about the importance of healthy weight gain and screening services are also needed for the successful implementation of the project. Previous studies have demonstrated that the implementation of policies that aim at promoting healthy dietary habits and physical activity at the community settings are effective in promoting normal development across lifespan. Therefore, the possible costs of the policy recommendation are as follows; Training ($20000), training materials ($5000), reading materials ($5000), hiring of the training venue ($2500), monitoring ($3000), evaluating ($3000), campaigns ($3000), screening ($10000), and remuneration for the staffs ($30000). In total, the policy recommendation requires $81500.
